In the first half of the year, 11 meetings took place with relevant stakeholders, as follows:

• 3 meetings with the Agency of Youth and Sports and CSOs: On 23 and 28.02.2018, the AYS organized two public consultation meetings and invited CSOs to present areas of interventions of priority for youth. HOPS participated in the meetings with initiatives to establish treatment and care programme for minors who use drugs and advancing resocialization of youth in substitution treatment programmes. A follow up meeting took place on 16.03.2018 with representatives from selected initiatives, in preparation of the Government special session on youth policies.
• Government’s special session on youth policies (20.03.2018). The initiative for creating treatment and care programme for minors who use drugs was presented by the HOPS’s representatives. In the conclusions, the Government obliged the Ministry of Health to create a working group and establish such programme.

  
• 5 meetings took place in the first half of the year between representatives of the Platform for sustainability of HIV programmes and representatives from the Ministry of Health. During these meetings, the details of the social contracting mechanisms for the implementation and oversight of the National HIV programme were established. On these grounds, and following a public tender, CSOs across the country were awarded funds from the national budget to implement HIV prevention activities, including drug use harm reduction.
• 2 meetings were held between CSOs and representatives from the Ministry of Labour and Social Policy. The aim was to agree upon the details for the implementation and oversight of the outscored programmes for the support of children and youth at risk, to be conducted by CSOs with public funds. HOPS is one of the implementing partners and is conducting interventions for children who use drugs, children who come from families with drug use or criminal history, children with disorderly conduct and children without parental care.
